There will really be debate between RRs where the train goes from one RR to another.  Best example will be Star.  Amtrak, CSX, NS, CSX, Sunrail, CSX, TriRail.  Won't that be fun ?

Not really - scheduled times are scheduled times at the company interchage points as well as station stops.

The station to station time question pertains to the STB measurement of amounts of delays between each station.  Then there is also the measurement of terminating station arival delays.

4. Limited only by the immagination. I understood one of the issues was whose data to use, ATK's or the carriers. If the carriers can not offer explanations, this is moot.

My carrier has developed a computer application to compare the Amtrak reported delays with the CADS delays that are generated in real time by the CADS computer system.  Amtrak's immagination is boundless - if they hear a freight train ID over the radio, it becomes a delay, no matter if the freight is behind the Amtrak or not.  Things will get interesting at the negotiating table.

Some speculation on the assumption that the STB board ruling giving passenger trains priority will stand. 

1.  Will RRs that have Amtrak routes decide to have more dispatchers per traffic mile to speed Amtrak ?

2.  Will RRs try to lenghten station to station times ?

3.  How will the RRs respond to additional train requests ?

5.  What will be the new excuses for delays so to be counted as not RRs fault ?
