Although I haven't noticed on Amtrak menus any mentions of restrictions, on older menus there are plenty of restrictions regarding alcohol sales. On a tavern lounge menu from the Phoebe Snow, NJ had no restrictions 7 days a week, PA was 7am - 2am Mon - Sat and no sales Sat midnight until 7am Monday. On Election Day no sales until 1 hour after the polls closed. For NY it was 8am - 3am M- Sat, 1pm - 3am Sun and no service while the voting poles were open. Also sales tax charges are made according to state rates, as well as state drinking ages. All of the food service staff had to be aware of these exceptions.
No, the railroads have always been subject to local ordanices regarding liquior. Back when the "drinking age" was fluctuating between 18-21 the announcement would be made before crossing the stateline.

I took the Palmetto yesterday and no beer can be served before 1300 hrs. I thought Amtrak was excempt from local blue laws.
