As I recall, they shut down the segment north of Charleston (ex NYC). Although, I suspect they may downgrade the segment south of Charleston.
Balt, I agree with you that there is little point in proposing passenger service between Roanoke and Charleston. As I am sure that you are aware, such would involve not only the former Virginian track, but also CSX track. In 1930, there was through parlor car service between Roanoke and Huntington, which used the C&O for the last 80 miles west of Deepwater.

I am not aware of a traffic flow between Charleston & Roanoke that would warrent passenger service, where in the passenger service would be the primary financial input in keeping the line open and maintained.

Recently announced is the downgrading of two major coal hauling lines. One line is a section of the NS West Virginian Secondary (former Virginian); the other is the CSX Clinchfield route.
The lines should get attention as possible passenger routes. The NS route connects Charleston WV and Roanoke VA and could be part of bringing WV into plans for Trans-Virginia passenger service with a connection at Roanoke. This line has the Ringling Circus train on it annually. The condition this route is unknown to me. It was the last constructed of the Appalachian coal roads. The builders had deep pockets and believed in spending on top quality right of way. It could be the line could support passenger trains. More on the Clinchfield later.
