It may be that if more passengers who want to travel between Los Angeles and San Antonio than can be accomodated on the sleeper and coach that run through on the Eagle enough cars (numbered for the Sunset) will be added so that these passengers will be accommodated--and thus the Sunset will run between San Antonio and Los Angeles. Also, the Sunset's diner and lounge will be operated between San Antonio and Los Angeles, and the Eagle's diner and lounge will not be operated west of San Antonio.

In effect yes. Don't know what equipment is allocated  to which train.

Doesn't that mean, in effect, that the Sunset is annulled completely, and only the Texas Eagle is operating on its regular schedule (daily Chicago - San Antonio, tri-weekly on to Los Angeles)?

Take a look at a UP bulletin on closures.  Its a good map but UP has a lot of work ahead.
