B & P tunnel replacement

The draft EIS statement for replacement of the Baltimore B & P tunnel has been issued. Highlights are:

1.  IMO alternative 3C appears best choice although it will cost some 10 - 15 % more.

2.  Time savings will be almost 3 minutes over present tunnel.

3.  4 separate bores due to clearances above bores.

4.  One bore will duck under two others to allow WASH bound MARC to access West Baltimore station without having to go thru an interlocking.  Last time at BAL MARC parked trains on tracks closest to station (south). South bound West BAL on North track.

5.  Rebuild West BAL to high level platforms and make it ADA compliant.

6.  Almost all problems will be less except HAZ MAT and another cannot remember.
