Why does Amtrak use a chaser when pulling the Circus Train?

In a word - Insurance.  The circus train is one of the longest moves through Penn, and the tunnels (and the station itself) are considered worth extra protection.

I have noticed that Amtrak uses chaser units when bringing the circus train through penn station. What is the purpose for that?
