NKP guy Vermont is the only state east of the Mississippi I haven't been to, and every thing I know about the state makes me like it more. This state rail plan is a perfect example in that it appears to this Ohioan as well thought out and forward-looking. We in Ohio know nothing of this sort of state study and proposal. In Ohio the "our way" IS the highway, and nothing else. I envy you New Englanders. We often get what we are willing to pay for, and in Ohio, at least, we aren't willing to pay for almost anything. +1. Hopefully in Illinois our anti-rail new governor won't emulate the ones in Ohio and Wisconsin. We have well-established state supported services....for now.

The WACR Conn River line is pretty close if not already cleared.
I could only find the NECR and Whitehall-Rutland-Bellows Falls line to be the 2 lines to get full doublestack clearance upgrades.
Both passenger and freight rail plans to get all lines to 286,000#, domestic double stack clearances, passenger speeds to 79 MPH. No mention of PTC and possibility to increase speeds further.
