Don: Due to some ambiguities in OIG report it may be a much higher cost over run.  Items are less mileage of CAT,  More CAT & 138 Kv pole replacemments, Payments to NJ Transit, Over runs and major delays for the frequency converters, track realignment, CP chnge, + NYP station improvements deleted, etc.  Without a long detailed analysis the true over run cost may never be known.

 Not sure if the OIG over run calculations are for the revised project only.

OIG says Amtrak underestimated amount of work to add constant tension CAT among other items.  Appears that many more of the support towers for CAT and the high tension 138 Kv are needing replacement   Appears that constant tension may be scaled back. sigh!

I see they are spending about $75 million on frequency converters.  I presume they are sticking with 25 Hz, instead of 60 Hz.
