Kansas City terminal RR does not need to install PTC but with Amtrak using its tracks to KC Union station PTC is necessary. KC Terminal RR does not want to install PTC so the river runner and maybe SWC cannot use tracks to station.

Am I to understand that the other carriers that use KCT trackage don't transport HAZMAT that requires PTC for it's continued carriage over the trackage?

The article indicated that short lines can ask for a PTC exemption, but if they carry lots of haz-met, then I can't imagine they would get an exemption.
Sadly, the MO senators' solution is to suspend the PTC mandate for 5 years, so they don't have to spend any money on safety.

I believe the senators are more on board the Class 1s lobbying efforts to get a realistic deadline than as a specific response to this situation.
