After FRA inspections last spring spring and summer had many cancellations on downeaster routes for ROW track maintenance. It is still continuing into this fall. This brings up some questions
1. Did PAR just not maintain the trck until the FRA car found the defects ?
2. . Is the sub grade of this track original that was built ?
3. If so was NNERPA not aware that the subgrade was not up to present day standards and might be subject to up heval during a winter like the last winter.
