Will we ever see the Surfliner route fully double tracked? Not only would it help Amtrak increase surfliner capacity, it would also help BNSF increase its ability to bring the car carriers to San Diego.

Probably not, due to restricted space on the ROW.

Especially on the "Surf Line" through San Clemente.

OTOH, it looks like work is starting to add more double track through Camp Pendleton.

By my count there are four areas that are problematic:

- San Juan Capistrano (3 mi).  The historic area west of the station is sacrosanct. IMO the station could be moved but would be expensive.

- San Clemente (6 mi). ROW squeezed between beach and bluffs. Huge NIMBY factor opposing construction.

- Del Mar Bluffs to Los Peñasquitos Marsh (4 mi). Environmentally sensitive area.

- Miramar grade (2 mi). Very costly and/or environmentally sensitive. Not sure of latest status.

Every place else seems to have a long range plan.

To be filed under Dept. of Dreaming: Two track tunnel under San Diego Freeway from Sorrento Valley to north of Elvira. Shortens and speeds route, reduces noise, and takes environmentally sensitive ROW area out of play.

If you mean south of Los Angeles, not anytime soon, but never say never.  Eventually, probably not in my lifetime, it will be double-tracked (minimum) as well as electrified.  Tunneling may be required in some areas.  Meanwhile, all the easy places are currently being addressed.

I revisited the SANDAG website http://www.keepsandiegomoving.com/Lossan/Lossan-intro.aspx for the latest status.

- The second phase of Miramar Hill double tracking, like most projects, is in 'environmental review'. Bang Head

I also did not find any projects or exclusions for some small gaps:

- single track bridge over San Luis Rey River and adjacent 0.6 miles of track

- single track bridge over Batiquitos Lagoon and adjacent 3.5 miles of track

Probably slipped into longer term (past 2020).
