Passenger service from San Antonio to Corpus Christi and Harlingen, as well as San Antonio to Laredo, would run on Union Pacific tracks.
Historically, there was weekend passenger service from San Antonio to Rockport on the San Antonio and Aransas Pass Railroad (now UP) and passenger service from Corpus Christi to Laredo on the Texas Mexican Railway, but these passenger trains are long gone. Also, the Laredo to Mexico City passenger train on National Railways of Mexico is a thing of the past.
Unless you are going toward Houston, it's all UP now. I doubt Amtrak even knows where South Texas is.
UP carries freight from Mexico on these lines. While I don't have figures, I would certainly bet they are highly rated.

South Texas The locally long-rumored news has finally become formalized with announcements this week from the states. Oklahoma and Texas are officially seeking information from other potentially interested parties concerning operating the Heartland Flyer between Fort Worth and Oklahoma City - the only daily passenger train in Oklahoma and one of only two daily passenger trains in Texas. Hopefully, the states are anticipating the day when operating costs may be much less and several more trains may be added to various locations as well. We bet this is of special interest to the folks trying to start Oklahoma City - Tulsa service, and to those loooking at the Houston - Dallas corridor. No coincidences here! Way to go! In the not-too-distant future, we could be on a train!

Having billed yourself as South Texas, does this indicate that you reside in the Rio Grande Valley? I spend a lot of time in Harlingen, especially during the winter, and I am considering moving there.
What would be really awesome is if BNSF Railway took it over. A stretch but I would not rule it out. Hopefully Herzog will stay away.
