FRA Test cars test major routes all over the country.  When testing they are normally operated by themselves with a locomotive and normal Train & Engine crew.  Company engineering officials normally accompany the FRA test crew when the cars are testing.

Today #21 (Texas Eagle) had a PRR red Federal Railroad Administration car right behind the locomotive.  It was labelled Office of Safety Inspection.  It had two silver pods suspended above the rails. I did not see any people in the car. Any idea what the car might have been doing?
