With construction to begin this summer it sounds to me like Amtrak is trying to steal a march on its critics.

Astute of you to catch this, and realize its significance.

Perhaps we can get work started on the "7 line tunnel' at the same time, or as a follow-on as soon as Amtrak stops using any particular pieces of the construction equipment or other capital... <VBG>

To protect ROW west of NYP AMTRAK is planning to build 600 - 800 ft section below the proposed high end devellopment west of NYP..  This may be AMTRAK critics last chance to cripple AMTRAK -- If funding for this cannot be sidelined ? Sounds like good pre planning on AMTRAK's psrt.  Wonder if flood gate (s ) will be built in ? Construction to start this summer ?
