Japanese HSR timekeeping

Just saw a piece on PBS  from NHK television on the timekeeping of their HSR.  It was noted that the driver was 3 seconds down going to Tokyo but was able to make up the time by the time he arrived in Tokyo without taking a speeding penalty.  Now can you even imagine those kind of tight parameters in the US ?

No, I can't.  But it seems to me that it is a little obsessive.
