Effects on California rail due to Richmond Ca fire

The Richmond fire destroyed at least 25% (?) of refining capacity. Refinery and outside experts say 3 - 6 months for repairs ? Reports are that gasoline prices in the bay area are climbing rapidly. Capitol corridor trains on the day of the fire had a bus bridge around the fire. there may be possible very high prices & shortages( due to Ca formulation rules preventing outside rifineries from suppling gasoline).
The Capital corridor and LD trains of AMTRAK may have to bring in diesel by tank cars. ( Just one more item to the tank car shortage ). The aviation jet fuel can be barged in (?) to SFO & OAK airports however San Jose airport will have to make other arrangements.
There is no indication of how ridership will be affected.
