Skimmed through it. CNs numbers do look very bad. I'd guess CN will explain them away as "apples and oranges", some of which is always true in these cases, but it does strain their credibility to believe they can't do a whole lot better. How much the STB will actually do, or try to do, will be interesting, for sure.

Dispatched from Homewood, IL. By law dispatchers of significant lines in US must work in the US. By significant I mean by length. The only exception I know of is the Minnesota & Manitoba, where CN's Sprague Sub dips into the US to avoid Lake of the Woods, this is about 37 miles long.
Does CN still maintain a dispatch center for the old IC in Chicago, or is the entire CN system dispatched from a location in Canada?
