Vermont RR speeding up Amtrak Ethan Allen?

Many times I have posted that Vermon rr has delayed the Ethan more than any other carrier in the US has delayed their Amtrak trains. The latest report [ may 2011 ] stated that Vrr delayed the EA 6882 minutes per 10,000 miles. Since their route miles are only about 25 miles? that is a huge delay.More than the 6882 minutes were due to slow orders. 

Vrr anounced in the past few days that they are spending $750,000 of their own money to upgrade their tracks in Vermontand have claim to have cut 10 minutes off their part of the schedule. Futhermore they hosted an inspection train to show off the improvements. By Oct they say that they will cut another 18 minutes [ it may be only 8 as the announcement was vague ]. Vrr has requested funds to install CWR on 8 miles of the remaining jointed RR that was not upgraded when EA service was proposed. The jointed rail is limited to 30 MPH..  [ No proposed speeds over that trackage is listed.

NY state DOT will  spend $2.5M from the Vermont state line to upgrade the portion on to Albany?

Hope I can remove mywall of shame listing of Vermont RR to another RR. Right now BBr RR  is second on the Cardonal  route with  4484 min  /10K miles. Several oher RR are tied for third at around 4200....
