Spain takes proactive train approach for possible gas shortages?

There is some concern in Europe that the political situation in the various middle east countries may cause spot fuel shortages.

NPR radio reported yesterday that the Spanish government announced that they would decrease speed limits on their highways. To further get more people onto rail the government also announced that beginning the middle of March rail fares would be reduced. Anyone have more information?

Spain this year already has more HSR (standard guage) in service than any other European country including France. The Spanish portion of the standard guage HSR line from France to Barcelona is supposed to open sometime this year?
