  Amtrak 10021 iwas a Budd 10-6 sleeper.  It as built for the Union Pacific as their #1431 with the same name.  The car pictured is a replacement/rebuild - a former dorm/lounge car(2521) that is assigned to Amtrak's Office of Inspector General.  My understanding is that it is used for training.  I think you 'police' car guess may be very close!  I am not sure if this car is a rebuild of the original or another older Heritage car.  Maybe some of the Amtrak 'experts' can shed light on the complete history

FYI, I saw this today (Sat 7-26-08) at L A Union Station, separate from the other consists.  The name is unusual, is this a police coach or...?
