Those guys have skills that are useful in many industries. How many of those 92 are willing to move any substantial distance to work for amtrak?

While Amtrak may have some diesel power issues (Seeing 2 units on a 4 car Capitol Limited raises a question in my mind). What Amtrak really needs is mechanical personnel that have the skills necessary for repair of passenger occupied equipment. Freight carmen and Passenger carmen are trained in similar but different disciplines.
