High Frequency Corridor for Canada?

As reported in Railway Age, VIA is considering building a new corridor from Quebec City to Toronto By way of Montreal and Ottawa;

Would seem far more cost-effective to improve the existing corridor.

As the article says, they are dependent on CN for limited capacity that has no room for expansion.  They would have to add track, and still be subject to the whims of CN.  Instead they plan to develope alternate underutilized lines, plus their own Ottawa line.  They would also like to electrify, which will never happen on CN.
