Minus all the speculation and purple prose, it is just reporting on an easily overlooked piece in a Congressional bill that would extend Amtrak ownership of the track south of Union Station. This would prevent the VRE from appealing to the STB in the event of a dispute.

Amtrak was not able to win the MARC operational contract, despite playing the Nazi Collaborator card against Keolis for their French railroad heritage. Bombardier got the contract.
