Moreover, given that Amtrak is a creature of the federal government, he would pull every political lever at his disposal to force UP to supports its cost estimates. Perhaps Amtrak's management has pushed back on the UP.  But I doubt it.  It seems to be a go along to get along crowd. This impression was supported by an article in the latest issue of Trains, which described Amtrak as an organization at war with itself.
