According to Wikipedia, Dallas and Fort Worth purchased the former Chicago, Rock Island, and Pacific Railroad line in 1983 for $34 million.  They have spent a considerable amount of money upgrading it.

FYI-,

Here is a good cab video showing you the former Rock Island line between Dallas and Fort Worth that is now the route of Amtrak and the Trinity Railway Express.    Dallas and Fort Worth jointly bought the line for I think it was $70 million.    They spent a lot of money on upgrading it because it used to be in horrible shape.   Also the signaling system is new and so are a  lot of the crossing signals.
