I've moved out of the area, but here are some local historical organizations that may know where documentation hides:
Electric Railway Historical Association of SoCal - their website is very stale but some of the contact info may be valid. Speakers at their monthly meetings in South Pasadena often had first hand knowledge.
Orange Empire Railway Museum aka Southern California Railway Museum - they have an extensive library.
Pacific Electric Railway Historical Society - I have no personal experience with this organization.
LA Metro Transportation and Research Library - they have been helpful on the phone, not sure how easy it is to get in. Not sure how current website info is.

They exist. However they do not exist in the common ICC format because they were NOT common carrier (steam) railroads in 1913. They were valuated under the Electric Railway dockets or under the Railway Dockets. SP took in large portions of the PE after it passed out of existance in 1961/1965 and slowly abandoned them off as SP.
Along with Sacramento, look in the finding aids at Stanford in their special collection.
Hopefully the OP is serious here and not another damned modeller looking for a freebie because those folks won't get far. (If there is a legitimate reason, the UP map librarian might be able to help as well, but that cost$ and requires vetting.)
I'd at least contact CSRM to see if they have anything or know where to prioritize a search. They may also have contacts who would know.
I find it odd where I searched up and down, to the moon and back that I could not find *ANY* Pacific Electric Railway track maps. I used the same search words and easily find other transit (new and old) track maps. Perhaps I searched wrong? I know there's an general map showing ROUTE map with thickness meaning 4 track, half of that thickness is double track and thin line is a single track line. I'm specifically looking for all tracks including switches, sidings, platform(s) locations, yard leads, etc... If anyone kindly point me to documents (PDF, etc...) much appreciated! Thanks!
