Why are the Comet Vs out of service?

He almost certainly meant 'Silverliner V'.  SEPTA doesn't have Comet Vs; only older 'remaindered-out' cars from NJT and MN.

The entire fleet of Silverliner IVs is still around and run on all routes.

With the Silverliner V's out of service, the chances are just about any train shoiuld be a locomotive push-pull train on the NEC.  I suspect what few older mu's are usable will be used on lines like Chestnut Hill and the Airport. And West Trenton.
