Amtrak and MBTA at loggerheads

Wasn't this a trade-off for Amtrak not paying for the use of some of MBTA's ROW and some other infrastructure? The issue is not "something for nothing" (unless you count Amtrak wanting what it gets, without the quid pro quo). Rather, Amtrak is proposing to renege on a contractual arrangement with MBTA, on the theory that federal law now requires to pay for all they get (without regard to the quid pro quo).

Appears that MBTA does not want to pay Amtrak anything for dispatch, Maintenance, and improvements of MBTA owned tracks in Mass ?
