Here in Buffalo and in Cleveland 90% are coming from other modes like the bus and have aready paid there fare via a day pass so its a defacto free service. Cleveland RTA ditched token clerks years ago on its trains. The rail acts as a trunk line and keeps big buses from clogging streets downtown

Thanks for sharing the story. This seems like the typical Fox News/conservative agenda: no insight into how services like transit improve the quality of life in a metro area and generate investment. Studies show $6 in private development spent for every $1 invested in transit. Transit will never pay for itself at the farebox, even if fare collection is made more efficient. The question is, how much does a community value what it has to offer. (Lastly, to the journalists at KSAZ-TV: the New York subway system is not light rail, and New York is a poor comparison for Phoenix.)
For $17.5 billion in taxes everone in town should get a free ride cause they would already be paying thru the nose for the system. One hopes the locals will just say NO.

What is not said is that if everyone woriking in downtown Pheonix used his or her personal auto to commute, everyone might get to wrk in time to go home.

In Jerusalem, no warnings, first offence means a stiff fine.
Only exception circumstances, like fare machines not working or a tourist that clearly has a language problem with only three languages displayed, does the fine get replaced with a warning.
