Here is the preliminary proposals for increasing the capacity of Long Bridge.  It is only maps, graphics, and very short statements.  Why would an auto road be added ?  Now proposal to add streecar tracks ?

The 14th Street Bridge complex has continuously evolved for the past two hundred years and adding a road is an attractive feature of the alternative designs. None of the three road bridges are local--they are highways and are very high-speed and very dangerous. Also, like all other DC-area commuter roads, these highways are far above their design capacity for decades because VA, DC, and MD residents sued the DC highway network out of existence.

The late Chief Justice of the U.S. Supreme Court, William Rehnquist, was an amateur historian and gave a talk about this bridge at the Army-Navy Country Club in 2001.

Alternatives 5, 6, 7, and 8 do include streetcar lines (the little red trains with pantographs).
