Not sue, but it looks like a game of political bid steering, with the Montreal Pols getting caught doing a little 'bid rigging' to protect the Local boys. 

 Read local government put out a broad language bid, to cover the local guys ( Bombardier).When the hometown team got under-bid they tried to pull some shenanigans. Trying to cut out the Chinese and the Chinese then called their bluff. 

My guess it will move into a 'My lawyyer can whip your lawyer' Stage. This is when  Montreal Government will see the costs escalate.

MONTREAL -- Representatives of Chinese rail equipment manufacturer Zhuzhou Locomotive Co. are threatening legal action against Montreal’s transit authority if it decides to abort an international tender to replace the city’s fleet of subway cars.
