CBTC trolley tunnel troubles in Philly?

I read that Philadelphia's SEPTA is having headaches with its Communications-Based Train Control (CBTC) system, used in the trolley subway. Seems it just can't handle the peak hour crunch of arriving and departing LRVs. The report said that traditional lineside signals, manual braking and line-of-sight operation were more efficient than this new system. Now, it says, SEPTA is paying some $5 million to fix things. (This report is in the Pennsylvania Trolley Museum's _Trolley Fare_, May-June '09 issue, in Geo. Gula's "Philadelphia Notes" column.) Can any Philly folks update us, please? Will CBTC eventually do the advertised?
