Yes, Charlotte does use the honor system with spot checks.
The one way fare is $1.30. The fine if you get caught by a spot check is $50.00 Most people riding seem to be buying monthly passes. The fare machines at each station have just begun accepting credit and debit cards a couple of weeks ago.
