Judging by the Milwaukee Erie-built in the photo and that the road rostered six of the Alco RSD5 model, they might have bought this one and hadn't painted it yet.

Might be a combined Alco-GE logo on the cab side. Looks like the Alco script over GE round logos. Demonstrating?

That's exactly what is there... but I'm used to seeing the Alco script and GE logo overlapping.  Here they are very separate.  I suspect this would help date this.
