One possibility are road tests on #8520 led to the decision to make modifications, delaying her outshopping.
The #8520 itself only appeared in the middle of last summer, and is now in storage. Unless it's cancelled as you're wondering, it's presumably sitting while modifications are made before returning to test service.
I don't know the truth of it, but a few people on the Altoonaworks and NSDash9 Facebook pages mentioned that lots of small issues were uncovered during tests on the WNY&P. So it makes sense if they're continuing with this program, to see these idle at the moment while fixes are developed and made to address issues that were discovered.
I am just curious, but what is the current status of NS 8521, a prototype AC44C6CF and a sister to the 8520. NSDash9.com says undergoing rebuilding, but does it normally take almost 2 years to do the rebuild, or was it canceled and turned into a normal AC44C6M? It would be amazing to see two red bonnet NS units hauling a coal train, because this is my personal favorite DC to AC scheme. Thanks in advanced!
