Here is I think what you are referring to:

It must be some lease arrangement similar to BNSF

----------------------------------------------------------------------------------------------------------------------------------- K.P.’s absolute “theorem” from early, early childhood that he has seen over and over and over again: Those that CAUSE a problem in the first place will act the most violently if questioned or exposed.
These are lease units owned by Citibank, NA subsidiary Citibank Railmark, Inc.
If my understanding is correct the first two digits of the number coincide with the year of manufacture of the units In Citirail's numbering convention.
As far as ES44AC units go, Citirail owns, as best as I can tell, the following 125 ES44AC units:
1201-1215
1301-1350
1401-1435
1501-1525
Pictures of the units can be found here:

I've seen some of those Citirail locomotives come through Richmond. Since they were on the head end of a New York City garbage train it kind of made sense.
Those aren't brand new, CREX ES44AC's #1501-1525 were built in December 2015. CSX recently picked them up on lease, though it's unknown for how long.
CSX does not have an additional new locomotives on order at this time and likely will not be ordering anymore and time soon. They have several hundred locomotives currently in storage if the need for additional power should arise.

Those in storage are normally the oldest least efficient on the roster.
Never too old to have a happy childhood!
Right now the bulk of the stored fleet on CSX comprises of aging CW40-8s, CW60ACs (downrated to CW46s), along with SD60s of various types and some SD70ACs as well. Smattering of other stuff, too, naturally.
