Who is the builder of the Electric Locos in Paz Del Rio Columbia?

I am interested in the history of these locomotives currently in operation in Columbia.  I see nothing on the web about these units.  They work at the Paz Del Rio Steel company.

I would say based on trucks and car body ends that these units were build by Alstholm (now Alstom) in early 1950's  here is a Dutch Alstholm unit from same era.
