As mentioned above you saw one of two possibilities. 

An IC C40-8W or a CN SD70ACe. It would be one of the two mentioned above. 

10000 feet and no dynamics? Today is going to be a good day ...

Guessing you saw one of the 4 ex-Demo SD70ACe-P6s CN got from EMD earlier in the year.

I imagine that you saw a former LMX C40-8W leasor that Illinois Central had acquired. At least some of them are still in their blue paint, with the Canadian National logo applied to them.
