Can someone bring me up to speed on what you mean by 'Tier 3 and Tier 4'?   I'm just getting into train watching after a long time away.  Also, are these 'Tags' identifiers as to your favorite RR or field of interest?   Thanks.

What the "Tier" designations refer to are the current and soon to be implemented emissions (pollution) standards for large diesel engines, specifically as they are applied to locomotives.

 Tier 3 is in place right now and Tier 4 (a much stricter set of regs requiring significant changes to locomotive designs) is coming in 2015.

 There have been a number of good discussions on both the "Locomotives" and "General Discussion" forums about the issue which can be found using the site's search function.
