GE has the ES44AC-H hybrid demos out on the road testing now.

Are they finally testing the full system?

 The original "Hybrid" Demonstrator GE was touring around 5 or so years ago did not have the Energy Recovery/Storage System (in other words it did not operate as a hybrid but as a conventional diesel electric) installed but GE has developed a new battery technology (and built a new plant to manufacture the batteries) so have they got the actual Hybrids testing out on the high iron now?

Yes. EMD has several SD70ACes of various configurations. GE doesn't at this moment, IIRC, but has test units out on the road.
