Yes, especially 2047 shown above was Conrail... In fact 2047 is quite the rare bird... If you'll look at the cab, you'll see it was one of 15 ordered for the Pennsylvania-Reading Seashore Lines. They actually received ten of them (2000-2009) but were unable to receive the last five because EMD felt they weren't creditworthy. Those five instead, went to Penn Central (which would, of course, prove even less able to afford them). They were originally built without dynamic brakes.
I was in Topeka last week and didn't see any in blue. The 5 I saw were in BNSF Heritage colors. Bill Reed
If you mean the 2040-2050 series acquired second-hand, there are only two left in blue and one of them (2050) has been working the Chicago area recently.
The 13 wear a variety of colors and many have now been repainted. This is the only one I've seen in Conrail blue (Also the only one with the extended cab for dual controls among the 7 or 8 I've seen pictures of from the 13), what are the others?
The few other blue units I've seen pictures of wear the lease fleet's colors as seen by these two pictures as a comparison.
Edit: Apparently two of the 13 were in Conrail colors. The 2049 is the other one.

They are not Unique, BNSF did a Swap for I think 13 of them sending off SW types. I think some of them are now either off roster or have gone through the paint shop.
There aren't very many and I think this one might've been unique. The others I've seen that were wearing blue were in GMTX's blue and white nose scheme where as this one is still wearing its Conrail scheme.
They're from 12 GP38-2's (Rebuilt from GP38 and GP40 cores) acquired outright from GATX leasing back in 2009 in exchange for GP15-1's and 645 engined switchers. They reportedly came in a variety of colors according to a news piece in this magazine at the time and I'm not aware if there were any others that were acquired that were in Conrail blue.
Some have been repainted although I don't see any pictures at that site of this particular unit from the past year or so. It very well might be in BNSF colors today since this temporary paint scheme is a half decade old or so at this point.
