Probably, replacement costs, and replacement availability,is a prime reason. Contrary to popular belief, Ditch-lights, and even headlights, get broken on a regular basis.Debris "kicked"up by another train, on a meet, takes out ditch lights,frequently, and "bird strikes", and debris from "overpasses take out headlights, and even windshields!
Sorry, I have never seen headlights or ditch lights get broken on a "regular" basis. Lights do burn out from time to time, however, they are very strong an can take a very hard lick. The only time I have ever had a ditch light get broken is when I have hit a fallen tree. I was very lucky that I never hit anything with even came close to flying up and hitting a headlight.
