It's a 16-710 with electronically controlled fuel injection - so you can vary the injection timing and duration independently of the rack - and split cooling, so you can keep the charge air cool. That'll knock the stuffing out of NOx!
The split cooling has the intercooler loop with it's heat exchanger behind the DB fan, between the intertials. Take a look at some pix and you can see how they did it. (google SD60E, then select "images") There are some half decent roof shots that show how the intertials are moved out and the intercooler radiator fan is mounted.
I believe Juniata has their own emissions test shed so they can certify the results of their own creations.

Aside from confirming that the Radiator mods are Altoona custom, it doesn't really tell you anything more.
For example, I assume it's a V16 though that isn't stated (needed to get to 4000HP)
How are they getting T2 emissions with split cooling out of the stock radiator grills?
In short, I'm curious who they have managed to do something that EMD has not?

Does anyone have any details beyond "intercooler fan in the intake box?" Is this entirely an Altoona custom? Anyone know why they did this instead of just ECOing them?
