See the numbers in the Sandy thread for how many were supposed to have been flood-damaged.  (With what they cost, it should have been zero.)

One-seat ride anywhere demand, and opportunity cost, warrant.  There was some discussion about this on railroad.net, but nothing particularly specific about 'best places' to put them.  But the longer M&E services would seem like 'best bang for the buck' and it almost goes without saying that service from Stewart Airport on the Port Jervis line into Manhattan would be of benefit.

     Has the ALP-45DP started operating in Revenue service? Does it mean that you can now get a one seat ride from i.e Plainfield NJ, Atlantic City and other non electrified territory to New York City, Philadelphia and to other electrified territory?
