Is there a published guide to locomotives (similar in scope and detail to Jane's Aircraft Recognition Guide)?

The closest thing to what you're looking for, as far as I know, would be the various "Diesel Spotter's Guides"  put out by Kalmbach Publishing.  As far as a "Janes"  type publication I'm not aware of any. 

Of course, just because I don't know about it doesn't mean one doesn't exist.

The most recent "Diesel Spotter's Guide" is published by Wither's Publishing who produce Diesel Era magazine. This is a 2008 edition.

These books are very good but don't cover rebuilt locomotives, only new built units.
