The 7964 and sister unit 7963 came over Donner last night but the 7964 was dead in the train.

Notice the new casting above the center axle. This detail looks to be the new support used on the C4 units so they probably all now shate the same basic side frame.

What's its F end coupled to?

Could it be a "tank" for 844 or 3985?

Here's the caption:

"Fresh out of the box, UP 7964 C45ACCTE wears a few banners proclaiming that it is the 5000th Evolution Series Locomotive built. This locomotive is coupled to the extra water tender that the UP 844 is using for it's deadhead trip from Cheyenne to Denver for the Frontier Days Rodeo."

I didn’t realize GEVO production had gotten this far.  It looks as if the GEVO series might be as prolific as EMD SD40/40-2 series.
