It looks like either of two things, it was idling for a long time and the hostler or engineer opened up the throttle, blowing out all the carbon, OR it's a blown turbocharger.
Is ALCO back doing rebuilts?

Too much black smoke for "A". I'd agree with "B". Overfueling like mad trying to get the engine RPM up, but there is no air being blown into the intake manifold.
