You are 100% correct...the practice of powere on each end of a train on P&W began on their NEC movements but it is now common on other lines..

Explanaition:
1, One or more reverse moves required during the trip.
2. Operation in one direction on the NEC, with P&W wishing to maintain its record of never having delayed a passenger train on the NEC.
