UP 1638's a recently rebuilt SD40-2, and locophotos refers to it as a SD40N. Is SD40N UP’s official designation for the rebuilt SD40-2s? I guess the “N” stands for newly rebuilt:)

Yes, SD40N is what they have called all of the rebuilds. Roseville Yard has a bunch.
According to "The Diesel Shop", the SD40N designation has been applied to SD40-2s which have been rebuilt at UP's Jenks Shops in Little Rock AR. No details are given regarding the specifics of the actual work performed.

the UP SD40N's do have 1033 part added but they have NOT been upgraded to DASH 3 specs. These units still maintain a DASH 2 electrical cabinet with no microprocessors added.

Could the "N" possibly refer to North Little Rock, which is where the shops are located? Most repaints bear the date done followed by the initials "NLR".
These locomotives have been rebuilt from the SD40-2 to include a ZTR Nexsys III-i control system, hence the SD40-N. The Nexsys replaces all the dash 2 cards and includes an AESS system.
