Why is it stored and why would UP want to donate a SD70ACe instead of something older that is near the end of its service life?

As you all probably already know, the UP #4141 "George H W Bush" SD70ACe has been stored for ages at Jenks in North Little Rock.

I heard a rumor at one point UP wanted to donate #4141 to the Bush Sr presidential museum.  IMO, UP should have painted an older EMD or GE like an SD60 or C40-8, or even an SD40-2 into the #4141 instead.  Of course my favorite choice for #4141 would have been an 265H-engined SD90MAC since they were still on UP's roster in 2005 and were being retired anyway.
